Financiación singular, ordinalidad y statu-quo:Escenarios para construir

Abstract

La motivación de este trabajo reside en la propuesta sobre financiación singular para Cataluña acordada por el PSC y ERC en el verano de 2024. En este contexto, aquí se ofrecen una serie de escenarios simulados que exploran las implicaciones de caminar hacia la ordinalidad, al tiempo que se propone una racionalización del actual patrón distributivo de los recursos del sistema de financiación. Los resultados sugieren que el posible conflicto no sería tanto entre regiones relativamente ricas y pobres como entre las beneficiarias o perdedoras del statu-quo del sistema de financiación de 2009.
