El modelo de financiación singular para Catalunya: reflexiones sobre su posible encaje constitucional

Abstract

El presente trabajo se centra en el posible encaje constitucional de la propuesta de financiación singular. En la opinión del autor, tal encaje es perfectamente posible dado que el marco constitucional español, incluyendo la jurisprudencia del Tribunal Constitucional, no sólo no exige un modelo uniforme de financiación sino que además tolera explícitamente la coexistencia de opciones políticas diferenciadas en esta cuestión, incluyendo los regímenes forales y el régimen económico y fiscal canario, sin otra justificación que la de la voluntad política de la mayoría necesaria para su adopción, siempre que estas opciones no colisionen con los principios constitucionales básicos, cosa que a su entender no sucede.
