El acuerdo de “financiación singular” para Cataluña: valoración en un marco de incertidumbre

Abstract

El trabajo analiza el “Acuerdo para un nuevo modelo de financiación singular” para Cataluña alcanzado en julio de 2024 por el PSC y ERC. Tras explicar sucintamente los elementos básicos que conforman los sistemas común y foral de financiación autonómica, el trabajo describe los aspectos esenciales del acuerdo y justifica por qué la interpretación más plausible del mismo es la que sostiene que los firmantes están acordando impulsar la aplicación a Cataluña de un sistema sustancialmente igual al de Concierto o Convenio vigente en los territorios forales. Sobre esta base, el trabajo realiza una valoración del acuerdo y discute sus potenciales implicaciones para otras comunidades autónomas.
