The Reforms component of Spain’s Recovery Plan

Abstract

This paper asks to what extent this is happening in the case of the reforms contained in the Spanish Recovery Plan. Over the last two and a half years, Spain has approved a large number of reforms, some of them of great economic and social importance, generally respecting the deadlines established in the Annex to the Plan, although often at the expense of an excessive use of urgent legislative procedures that may have reduced their quality.
