Sobre la puesta en marcha del nuevo sistema de financiación regional: proyecciones para 2009 y algunas reflexiones

Abstract

En este trabajo se presenta una estimación de los resultados financieros del nuevo modelo de financiación regional en su año base efectivo de 2009. Si mis previsiones se cumplen, algunas regiones experimentarán bruscos saltos a la baja entre 2007 y 2009 en términos de financiación por habitante ajustado que podrían ser difícilmente aceptables. Esto haría que el nuevo sistema esté sujeto a fuertes presiones para su reforma desde el mismo momento de su puesta en marcha. Para evitar, o al menos mitigar, este problema sería conveniente introducir algunos cambios en el proyecto de ley que actualmente se está tramitando en las Cortes. Los cambios necesarios serían consistentes con el núcleo del reciente Acuerdo.
