Abstract

L’objectif de ce document est de donner un aperçu des effets théoriques attendus d’une baisse de la durée du travail sur le chômage et les inégalités. Il s’appuie sur une littérature qui va des modèles statiques de demandes de travail à un facteur — les services du travail — jusqu’ aux modèles d’équilibre général distinguant les salariés par leur qualification. Un accompagnement d’une poli- tique de réduction du temps de travail (RTT) par des mesures fiscales visant à baisser le coût du travail est aussi considéré. La principale conclusion du papier est que la politique de RTT a des effets incertains sur l’emploi et le chômage quel que soit le cadre d’analyse dans lequel on se situe. Par ailleurs, d’autres mesures de relance de l’emploi telles des subventions à l’embauche lui semblent préférables.
