Abstract

Le débat qui a agité la France au printemps 2005 a confirmé qu’en politique, les mots ont leurimportance. En qualifiant abusivement le nouveau traité de « constitution », c’est-à-dire en luiaccordant une valeur symbolique fortement supérieure à son contenu réel, les gouvernementsont suscité chez les citoyens le désir légitime d’être consultés. La sagesse n’aurait-elle pasplutôt recommandé de présenter ce traité comme ce qu’il est réellement : une étape certesimportante, mais une simple étape vers une véritable constitution européenne ? Voila quiaurait certainement dédramatisé le débat sur le mode de ratification.
