In attesa del federalismo compiuto: LEA, spesa sanitaria e risorse finanziarie a livello regionale

Abstract

L'Italia sta affrontando la riforma federalista della sanità in maniera inadeguata. Il trasferimento delle responsabilità economico-finanziarie dallo Stato alle Regioni sta avvenendo all'interno di una cornice normativa incompleta e su più punti internamente incoerente. Le difficoltà normative sono lo specchio di scelte non ancora pienamente compiute a livello politico, e testimoniano delle difficoltà di costruire un assetto che permetta di ottenere i vantaggi dell'esplicitazione dei vincoli di bilancio, della piena responsabilizzazione dei centri di costo e dell'avvicinamento dei decisori agli utenti che esprimono la domanda sanitaria, senza che ciò comporti una "diminutio" del diritto universale alla salute connaturato alla cittadinanza nazionale.
