Abstract

The present paper analyzes the efficiency of 76 microfinance institutions (MFIs) in the MENA region using the non-parametric method, DEA. Our results indicate that the efficiency scores declined significantly during the period between 2000 and 2011. At first, we attributed this regression to the closure of an important number of institutions, or to the weakening of outreach indicators in some countries. Furthermore, it was hypothesized that management variables, some MFI-specific variables, together with control variables account for this degradation. The use of panel data analysis techniques has identified the factors affecting the performance of MFIs. Sound financial and portfolio management has a positive impact on effectiveness, while the size and the subsidies have a negative impact. As for the target population, MFIs are digressing from their rural objective to prioritize more profitable populations.
