Leading to transformation?

Abstract

Participation in development claims to have a transformative potential. Does it really live up to such claim? To answer such question we must look at how change occurs in spaces where citizen participation is encouraged. This paper studies the case of participatory budgeting at local level in Ayacucho, Peru. Through this case the author assesses whether and how political capabilities of citizens are enhanced, as well as the change in dynamics of power relations that occur in regularized and invited citizen participation spaces.
