México: políticas industriales para el aprovechamiento del T-MEC y las políticas expansivas en los Estados Unidos

Abstract

En un contexto de reconfiguraciones tecnológicas, políticas, productivas y de mercado, se abre un abanico de oportunidades para el sector manufacturero de exportación de México, específicamente en materia de valor agregado nacional, encadenamientos productivos, generación de empleo de calidad y fortalecimiento de capacidades tecnológicas. Sin embargo, estas oportunidades también plantean desafíos en las que resulta clave el papel de los gobiernos (principalmente estatales) y de las organizaciones de la iniciativa privada, así como el impulso de políticas y programas con un gran énfasis en el fomento productivo con enfoque global y centrado en las nuevas tecnologías. A la luz de este panorama, en este trabajo se proponen recomendaciones de política industrial, basadas en la identificación de 10 oportunidades, 4 ejes y 19 líneas de acción potenciales. También se proponen indicadores e instrumentos que el Gobierno de México puede implementar para fortalecer el sector de la manufactura de exportación, específicamente enfocado a los sectores industriales automotriz y electrónico, que se analizan a mayor profundidad por su relevancia en la economía industrial de América del Norte y especialmente en la de México.
