La manufactura mexicana, diagnóstico de su estructura y programas locales de apoyo : prácticas, logros y pendientes hacia una política industrial nacional

Abstract

El estudio tiene como objetivo identificar las políticas de promoción industrial que las entidades federativas en la práctica llevan a cabo en México, con base en una revisión de las experiencias recientes instrumentadas en el Estado de México, Guanajuato, Jalisco, Querétaro, el Distrito Federal y la Delegación Política de Azcapotzalco. Dicha identificación de políticas locales se complementa con un análisis pormenorizado de la evolución del sector industrial en México basado en la medición de sus encadenamientos hacia atrás con el resto de la economía según la Matriz de Insumo-Producto 2003, y las tasas de uso de la capacidad productiva instalada, tomando en cuenta la información de los Censos Económicos correspondientes a 2003 y 2008. Los resultados de estos distintos niveles de análisis sirven de base para apuntar una serie de lineamientos y recomendaciones que pueden sirven de insumo para el diseño e instrumentación de una política industrial que impulse un cambio de la estructura productiva y un desarrollo económico robusto y sostenido.
