Abstract
ABSTRACT This paper argues that the potential of an industrial policy in Meso America is wide for "soft" public measures and narrower for "hard" measures. Considering the experience of several successful countries and Meso America, guidelines for a new policy of industrialization in the region are set out to rescue the "hard" governmental intervention, to apply more actively the "soft" intervention, to foster new activities and to design a new "institutional architecture / engineering" that facilitates and fortifies a public-private alliance, transparency and effectiveness. When doing an exploration exercise, we found that all the countries of the Mesoamerican region would win with a new industrial policy and those that apparently need it with greater urgency are Belize, El Salvador, Mexico and Nicaragua, so as to stop or to reduce the growing gap they are experiencing regarding successful Asian countries.
