Características e impacto socioeconómico de los huracanes Stan y Wilma en la República Mexicana en el 2005

Abstract

La presente publicación es un esfuerzo conjunto del Centro Nacional de Prevención de Desastres de la Secretaría de Gobernación (CENAPRED) y la Comisión Económica para América Latina y el Caribe (CEPAL) para divulgar el trabajo importante de evaluación de los desastres en México en el 2005. Además, el proyecto y la impresión del documento contaron con financiamiento aportado por el Banco Mundial. El estudio resulta de la aplicación abreviada de la metodología desarrollada por la CEPAL a fin de poder evaluar el impacto económico y social de los desastres naturales. Para el efecto de evaluar el impacto socioeconómico de las tormentas tropicales "Stan" y "Wilma" se organizó un equipo conjunto del CENAPRED al cual se sumó un consultor de la CEPAL, quedando el grupo compuesto de la siguiente manera: del CENAPRED, Norlang García, Rafael Marín y Karla Méndez y por CEPAL Daniel Bitrán Bitrán.Durante el período comprendido entre el 15 de enero y el 22 de Febrero el grupo visitó los estados más afectados por los fenómenos. En cada uno de ellos fue apoyado por las autoridades de protección civil quienes concertaron las citas con las diferentes dependencias del sector público y del sector privado que habían recabado informaciones sobre los impactos sufridos por sus respectivas áreas de influencia. Los estados visitados fueron Puebla, Hidalgo, Oaxaca, Veracruz, Chiapas, Quintana Roo y Yucatán. Abstract: Characteristics and socioeconomic impact of the hurricanes "Stan" and "Wilma" in the Mexican republic in 2005 This report is joint effort by the National Centre for Disaster Prevention of Mexico) and the Economic Commission for Latin America and the Caribbean (ECLAC), for spreading the results of the most important disaster evaluations in Mexico in 2005. The project, as well as the publication of its results was sponsored by the World Bank. The study consisted out of an evaluation of the economic and social impact of natural disasters, elaborated by means of applying the methodology developed by ECLAC. For the undertaking of this project, a group was put together by Norlang García, Rafael Marin and Karla Méndez from CENAPRED, and Daniel Bitrán from ECLAC.Between the 15th of January to the 22nd of February the group visited the worst affected states. In each one, the group was aided by the respective authorities of civil protection in arranging the meetings with different fractions of the public sector. As such, the group gathered a substantial amount of information on the impacts suffered by the private sector due to the hurricanes "Stan" and "Wilma". The states visited by the group were Puebla, Hidalgo, Oaxaca, Veracruz, Chiapas, Quintana Roo and Yucatan.
