Aborda la búsqueda de soluciones al problema del endeudamiento excesivo que soportan los países en desarrollo en general, especialmente los latinoamericanos, que les ha conducido a una situación de "moratoria consentida" y por lo tanto de incapacidad transitoria para hacer frente a sus compromisos financieros
