El nuevo régimen automotor

Abstract

Resumen En este trabajo se examinan los requisitos de calificación, capacitación y entrenamiento del sector automotor brasileño. De este análisis se concluye que la demanda de las empresas ensambladoras es satisfecha en forma limitada. Las actividades de formación afectan sólo a un grupo nuclear de trabajadores sin tocar aquellos que participando de la cadena automotriz están más alejados de las plantas ensambladoras. Se concluye que la sola intervención estatal no va a resolver las deficiencias de este tipo de formación sino que es necesario encontrar formulas institucionales que consideren el conjunto de los agentes comprometidos. Estos problemas hacen parte de una situación situación más general, perceptible no sólo en el ámbito de la formación, que consiste en la constitución de una "esfera pública"en donde participen los actores sociales, lo que necesariamente implica establecer mecanismos reguladores eficientes. Se ilustra esta propuesta con referencias al "Proyecto Alquimia" elaborado por el sector del plástico, que se muestra muy promisorio.
