El traspaso de la educación al municipio: el caso chileno

Abstract

Previo la explicitación del marco de referencia del proceso de traspaso de la educación al municipio, el análisis se centra en: a) los desafíos actuales y los conceptos fundamentales con énfasis en la descentralización del Estado, la región y la comuna, por una lado y en el papel del Estado y la descentralización y desconcentración educativa; b) la dimensión administrativa y de gestión del proceso de descentralización, relevando 3 niveles: la dimensión administrativa, la económico-financiera y la dimensión pedagógico-educativa; c) la propuesta de los objetivos fundamentales y contenidos mínimos; d) los proyectos de mejoramiento educativo y los microcentros rurales; e) las posiciones de los actores estratégicos de la educación; f) otras experiencias implementadas en América Latina.
