Municipio y servicios sociales: la experiencia chilena (1980-1993)

Abstract

La experiencia de la municipalización de los servicios sociales en Chile, entre 1980-1993, privilegia dos áreas centrales, la educación y la salud. Previo la discusión del régimen municipal, la política social y sus reformas, el análisis se centra en: a) el papel del municipio en la administración de los servicios sociales, incluyendo las instancias administrativas y los distintos programas; b) sistema de servicios de educación y salud municipal: traspaso, administración, régimen de bienes y presupuestario; c) los servicios sociales en el municipio: competencia compartida, crecimiento de las dotaciones, cofinanciamiento, heterogeneidades e inequidades, intersectorialidad o compartimentación.
