La migración de mano de obra calificada dentro de América Latina

Abstract

El estudio sobre la migracion internacional de mano de obra calificada dentro de los paises de la region, tiene como objeto identificar temas de preocupacion que permitan orientar el diseno de politicas atingentes. El capitulo I describe algunas generalidades de la migracion internacional en general y de aquella que afecta a personal calificado, en particular. El capitulo II aborda el analisis y discusion de los determinantes y consecuencias de la migracion calificada en el marco de las principales interpretaciones sobre el exodo intelectual. Con el objeto de validar algunos de los conceptos enunciados y para caracterizar la importancia del fenomeno, vinculandolo con las actitudes y percepciones de los gobiernos de la region, el capitulo III describe los principales flujos migratorios por paises, relevando el accionar politico ante los mismos. El capitulo IV resena situaciones con ejemplos de paises, unos caracterizables como de inmigracion y otros de emigracion, a la vez que enfatiza la necesidad de profundizar en el tema en la region.
