Los tiempos verbales del desarrollo regional en América Latina

Abstract

La tesis planteada en el documento sostiene -a partir de una hipótesis referida a la escasa efectividad de las políticas de desarrollo regional- que la causa principal de los parcos resultados obtenidos en el pasado y en el presente reside en la incapacidad de formular un marco teórico coherente sobre el fenómeno del desarrollo regional, en el contexto de los sistemas, estilos y realidades del medio latinoamericano. Ello ha llevado a asociar las políticas de desarrollo regional a objetivos fragmentarios, vinculados a la concentración geográfica y a las disparidades inter-regionales en el pasado, a la centralización y al medio ambiente en el presente, sin que sea posible visualizar con certeza el futuro, tiempo en el cual sera indispensable retomar el concepto de desarrollo regional como un valor positivo, superando un enfoque que presta exclusiva atención a algunas manifestaciones de la asincronia territorial del desarrollo.
