Sistema de formación para el trabajo en Guatemala

Abstract

Resumen Este trabajo analiza la oferta y demanda de recursos humanos capacitados en Guatemala, apuntando especialmente a las pequeñas y medianas empresas, la industria de la maquila, el sector turismo y las pequeñas y medianas empresas con potencial exportador. El objeto de este trabajo es el de formular políticas adecuadas en torno a esta problemática teniendo en cuenta los resultados de la primera fase del proyecto CEPAL/GTZ "Formación y Empresa". Se trató, entonces, de poner en el contexto guatemalteco las conclusiones de las investigaciones que se hicieron en la región en los años anteriores, usando información nueva y haciendo participar a los actores sociales en la discusión. Se hacen propuestas de articulación del sistema de entrenamiento enfatizando la formación basada en competencias, una nueva institucionalidad que conlleva una descentralización de INTECAP, que desde su fundación ha sido el instrumento de formación más decisivo con que ha contado la economía guatemalteca.
