La inversión pública en el contexto del Nuevo Estatuto Orgánico de Presupuesto: la experiencia de Colombia

Abstract

Análisis comparativo del manejo presupuestario de la inversión pública bajo las normas establecidas en el decreto extraordinario 294 de 1973 y aquéllas previstas en el Estatuto Orgánico de Presupuesto sancionado en abril del presente año. Se centra en la función del presupuesto dentro del marco macroeconómico, en su coherencia con la política fiscal y macroeconómica, y en la maximización de la eficiencia en la asignación del gasto.
