El marco institucional de las politicas de poblacion

Abstract

El marco institucional para la formulacion e implementacion de las politicas de poblacion fue uno de los temas centrales de la Segunda Reunion Latinoamericana sobre Poblacion. En ella, y a partir de las sugerencias contenidas en el Plan de Accion Mundial sobre Poblacion (PAMP), se formularon recomendaciones especificas - reproducidas en el documento- en torno a la estructura administrativa y funciones de los organismos de poblacion asi como a las caracteristicas de las politicas. El examen detenido de la situacion de los paises de la region en cuanto a organismos o instituciones de poblacion y sus principales rasgos permite afirmar que entre 1974-1977 se ha producido una consolidacion institucional de los organismos existentes y la emergencia de procesos de institucionalizacion en algunos paises en donde estos no existian. Aunque el balance es positivo, son aun numerosos los paises que carecen de instancias adecuadas o aquellos en los que los organismos creados se han mantenido inactivos.
