Gobierno y financiamiento de la ciudad. Impacto del impuesto territorial en la desigualdad de las finanzas municipales de las comunas de Santiago de Chile

Abstract

La reducción de las desigualdades territoriales es uno de los principales desafíos de la Nueva Agenda Urbana y forma parte diversos compromisos establecidos en la Agenda 2030. Para avanzar sobre esa línea en el caso latinoamericano, entre otras cosas, se resalta la necesidad de fortalecer las estrategias de generación de ingresos fiscales con enfoque territorial, entre los que se encuentran los impuestos territoriales. Este estudio busca analizar el funcionamiento y la efectividad de este instrumento orientado a la reducción de las desigualdades entre las finanzas municipales de la capital de Chile y entregar insumos para contribuir al desarrollo de la gobernanza metropolitana en América Latina.
