Excesos de la planificación del desarrollo municipal en Colombia

Abstract

Este escrito, parte de reconocer la importancia de la planificación como forma de intervención del Estado para la consecución de los fines y propósitos generales, sin embargo, muestra como los procesos e instrumentos de planificación establecidos, han sido mal concebidos en origen y se imponen hoy de manera excesiva, si se toma en cuenta la realidad de la mayoría de municipios de Colombia. Lo anterior ha conducido a visiones de desarrollo municipal irreales, fallidas y erradas en la mayoría de casos; visiones que se formulan solo con el propósito de cumplir con requerimientos legales y evitar problemas con los organismos de control.
