Los proyectos sociales: de la certeza omnipotente al comportamiento estratégico

Abstract

Resumen El trabajo explora la problemática de la programación estratégica y de la gestión de programas y proyectos sociales, desde una perspectiva que combina aspectos conceptuales y analíticos con dimensiones normativas y evaluativas. Su propósito es aportar elementos que contribuyan a un mejor diseño de los programas y proyectos sociales y que orienten el comportamiento de los encargados de su ejecución. Su contenido está organizado en cuatro secciones. La primera refiere al escenario de los programas y proyectos sociales, tanto en lo vinculado al cuestionamiento del Estado de Bienestar como a la situación del sector público argentino. En la segunda sección se presenta la conceptualización y una tipología de los programas y proyectos sociales; la tercera explora aspectos vinculados a la programación y en la última sección se formulan reflexiones sobre la gestión , con especial referencia a la gerencia social.
