Estrategias, programas y experiencias de superación de la brecha digital y universalización del acceso a las nuevas tecnologías de información y comunicación (TIC). Un panorama regional

Abstract

En este documento se analizan las políticas y programas públicos asociados a las tecnologías de la información y las comunicaciones (TIC); en América Latina y el Caribe, con énfasis en las iniciativas de universalización del acceso a Internet. En particular, se entregan elementos de diagnóstico relativos a la brecha digital, se analizan las estrategias nacionales para la sociedad de la información y se caracteriza el estado de avance en materias de gobierno electrónico. También se desarrolla una revisión de las principales experiencias nacionales de informatización de las escuelas públicas y de instalación de telecentros comunitarios en localidades socialmente excluidas. En este último ámbito, se estudian algunas experiencias con mayor profundidad, en orden a identificar buenas prácticas, y se proponen recomendaciones para el diseño de políticas y programas.
