Capital social y políticas públicas en Chile: investigaciones recientes: volumen II

Abstract

Resumen El Taller para investigadores sobre capital social y políticas públicas en Chile surgió en el contexto del proyecto de investigación Capital social campesino y programas de superación de la pobreza rural en Chile, ejecutado por la CEPAL, conjuntamente con INDAP e IICA. Corresponde a un estudio exploratorio cualitativo que pretendió generar hipótesis y modelos de capital social en seis comunidades rurales pobres, en su interacción con agentes externos de desarrollo. En el marco de la intervención estatal y a partir del reconocimiento de la necesidad de incorporar los recursos socioculturales de las localidades para la viabilidad de las políticas de desarrollo rural, surgió el imperativo de enriquecer el debate teórico y metodológico del concepto de capital social, aún sujeto a las discrepancias propias de un paradigma emergente. Por ello esta instancia ofreció una oportunidad para presentar resultados (preliminares o definitivos) de algunos estudios sobre capital social realizados en Chile durante los últimos años, a fin de avanzar hacia un lenguaje común en torno al marco conceptual del capital social y otorgar una retroalimentación útil a los investigadores para responder a desafíos metodológicos y analíticos a futuro. El material que surge de este taller y que se presenta en esta publicación está organizado en dos volúmenes. El presente volumen, correspondiente al primero de ellos, incluye entre otros el artículo de Gabriel Salazar donde el autor demuestra el papel clave de la memoria histórica en la generación y reproducción del capital social popular. Vicente Espinoza explora los desafíos metodológicos y conceptuales del estudio del capital social en las trayectorias laborales. Sergio Boisier, describe un esfuerzo por acumular capital social a nivel regional, y John Durston presenta los resultados preliminares de una investigación sobre capital social campesino y el clientelismo en el sector público. Finalmente, Francisca Miranda introduce y presenta algunas reflexiones generales sobre los aprendizajes de este taller. Se incluye también una bibliografía sobre capital social, elaborada a partir de publicaciones disponibles en el División de Desarrollo Social de la CEPAL
