Política fiscal y entorno macroeconómico: el modelo MAPPA, un instrumento para la toma de decisiones (juego de roles)

Abstract

Este documento es un manual de uso de un modelo macroeconómico virtual", cuyo único objetivo es pedagógico. El modelo se ha utilizado como herramienta de apoyo de los talleres de programación fiscal que se llevan a cabo en los cursos de Reformas Económicas y Gestión Pública Estratégica del Área de políticas presupuestarias y gestión pública del ILPES. Los programas para Excel, uno de Programa de Emergencia Económica (PEE3.0.XLS) y otro de Programación PluriAnual (PPA3.0.XLS) se encuentran en el sitio WEB del ILPES (http://www.eclac.cl/Ilpes/) en la sección publicaciones, serie manuales. Estos talleres buscan ilustrar los dilemas de política que se enfrenta en la toma de decisiones en el ámbito macroeconómico y fiscal. Se trata de conformar grupos de trabajo que vayan cumpliendo, bajo la supervisión de un monitor, las etapas contenidas en los programas, los que son fáciles de usar y auto-explicativos. Así como ya más de trescientos participantes han pasado por estas pruebas, se espera que este manual incite a otros profesionales a utilizar este tipo de instrumentos en sus actividades pedagógicas, y así estimular la reflexión y mejorar la calidad de la toma de decisiones en un mundo incierto."
