Reformas de gasto público y crecimiento económico: el caso de las Asociaciones Público-Privadas en el Perú y la inversión “impulsada”

Abstract

El presente documento da cuenta de un proceso prolijo de sistematización de la normatividad vigente sobre las APPs y las OxI en el Perú, así como de su cuantificación durante los últimos años y ha sido estructurado en cuatro capítulos además de esta breve introducción. Primero se hace un recuento histórico que permita caracterizar el contexto situacional de fines del siglo pasado a fin de poder comprender mejor el escenario donde se diseñan e implementan las APPs, indentificando los 2 periodos en las últimas dos décadas: i) Concesiones (1996-2008) y ii) APPs y OxI (2008 a la fecha). Luego se desarrollan en los siguientes capítulos (tercer, cuarto y quinto capítulo, respectivamente) las principales características de esas 2 etapas, analizando las concesiones, las asociaciones público-privadas y las obras por impuesto.
