Gobierno digital: pieza clave para la consolidación de Estados democráticos en los países del SICA

Abstract

El objetivo de este estudio es realizar un análisis y una reflexión preliminares sobre el estado del arte, los avances y los aprendizajes en torno al gobierno digital en los países de Centroamérica y la República Dominicana, en el marco de la pandemia de enfermedad por coronavirus (COVID-19), tomando en cuenta los desafíos que enfrentan para avanzar hacia modelos renovados de gestión pública y la configuración de Estados digitales, abiertos e inteligentes que permitan reimpulsar y fortalecer la democracia, así como liderar y promover sociedades del conocimiento. Además, en el marco de la cuarta revolución industrial y la transformación democrática del Estado, se intenta perfilar el tipo de medidas que los Gobiernos han venido tomando en las condiciones propias de los países y sus Estados, y explorar las políticas y herramientas fundamentales del gobierno digital, para identificar las principales lecciones y desafíos de la gestión pública.
