Análisis del Acuerdo de Asociación entre Colombia y la Unión Europea: agricultura y medidas sanitarias y fitosanitarias

Abstract

El Acuerdo Comercial con la Unión Europea es el más importante componente de la agenda comercial de Colombia, después del TLC con Estados Unidos. Este acuerdo es consistente con el proceso de gradual inserción internacional de Colombia en las corrientes internacionales de comercio e inversión y constituye un aporte fundamental para complementar el mercado nacional con las oportunidades que genera un comercio con 500 millones de consumidores en Europa. La negociación del Acuerdo de Asociación de la Comunidad Andina y la Unión Europea presentó dos etapas distintas claramente definidas en el tiempo, a saber: la fase andina, que fue suspendida indefinidamente por razones de orden técnico y político a mediados de 2007, y la negociación bilateral o multipartes de Colombia y Perú con la Unión Europea, que llegó finalmente a buen puerto en mayo de 2010. En este documento se presentan se exponen elementos claves para comprender el esfuerzo desplegado inicialmente a nivel andino y luego bilateralmente por Colombia y Perú.
