Análisis del gasto nacional y provincial en políticas de desarrollo productivo en la Argentina y de los mecanismos de gobernanza multinivel, 2016-2022

Abstract

En la Argentina, se realizan en los niveles nacional y provincial de gobierno vastos esfuerzos para apoyar el desarrollo productivo y conviven diversas instancias institucionales de coordinación multinivel. El presente estudio se propuso analizar la política de desarrollo productivo en el país y su coordinación multinivel mediante cinco acciones: primero, la caracterización del conjunto de la política de desarrollo productivo que lleva a cabo el gobierno nacional; segundo, el examen de la distribución de los esfuerzos nacionales de apoyo al desarrollo productivo entre las provincias; tercero, la cuantificación del gasto público en políticas de desarrollo productivo que realizan los gobiernos provinciales y el gobierno nacional; cuarto, la construcción de diversos indicadores cualitativos de esfuerzos de política de desarrollo productivo de los gobiernos provinciales, y quinto, el análisis de los diversos mecanismos institucionales de coordinación multinivel entre el gobierno nacional y los gobiernos provinciales que funcionan en el país. Los resultados evidencian la importancia de los gobiernos subnacionales en los esfuerzos de política de desarrollo productivo en la Argentina y la necesidad de una coordinación multinivel de mayor alcance y sistematicidad para potenciar la efectividad de las políticas.
