Nuevos objetivos, mismas justificaciones: ¿están cambiando las estrategias industriales del Reino Unido?

Abstract

En este informe se reseña el desarrollo de la estrategia industrial del Reino Unido desde su publicación, en 2017, hasta el período posterior a la pandemia de enfermedad por coronavirus (COVID-19). Sobre la base de información de documentos oficiales de política, literatura gris y publicaciones académicas, así como conversaciones con expertos, se ofrece un panorama general de las justificaciones, los objetivos y los instrumentos adoptados en el marco de dicha estrategia. Este informe destaca la manera en que la estrategia industrial integral ha cambiado para pasar de un enfoque en esencia económico a uno más equilibrado, donde se atribuye mayor importancia a los desafíos sociales y a los objetivos estratégicos. También arroja luz sobre el desajuste entre las políticas y el pensamiento académico en lo referido a las justificaciones, y sobre los desafíos que plantean las discontinuidades en el diseño y la evaluación de las políticas aplicadas. Los resultados permiten vislumbrar oportunidades para mejorar el diseño, la planificación a largo plazo y la evaluación holística de las estrategias industriales.
