Análisis del sistema público de apoyo al desarrollo productivo en Chile desde un enfoque multinivel

Abstract

Entre los países de América Latina y el Caribe, Chile destaca por su institucionalidad de apoyo al desarrollo del sector productivo. El marco legal en el cual opera el conjunto de actores que conforman dicha institucionalidad ha sido recientemente modificado por la Ley núm. 21.074 de fortalecimiento de la regionalización del país, en virtud de la cual se otorgan nuevas responsabilidades a los gobiernos regionales en materia de políticas industriales y, sobre esta base, se modifican significativamente las relaciones entre las entidades de los distintos niveles del Estado que operan en este ámbito. El objetivo del presente estudio es enriquecer el debate sobre la manera de redefinir estas relaciones, a partir del análisis del desempeño de 23 de las principales instituciones públicas chilenas que participan en la implementación de políticas para el desarrollo productivo. Se hace hincapié en la estimación de los esfuerzos fiscales realizados por estas entidades y por el Fondo Nacional de Desarrollo Regional (FNDR) y en el análisis de las modalidades de decisión que adoptan las principales instituciones nacionales para regionalizar sus acciones de apoyo. Tras brindar un panorama general del tema y analizar las experiencias institucionales, el documento concluye con un conjunto de once propuestas para el debate.
