Abstract

Esta contribución se centra en la dicotomía existente entre las políticas universales y las políticas de acción afirmativa. Hay casos en los que es evidente que las políticas universales no llegan a todo el mundo de una manera igualitaria, por lo que se diseñan e implementan políticas de acción afirmativa, como en el caso del Brasil. En este país se utiliza, actualmente, este tipo de política para la inclusión, en la educación superior, de personas indígenas y afrodescendientes.
