Las prestaciones familiares públicas en América Latina

Abstract

En este documento se presentan estimaciones del gasto público dirigido a la infancia en nueve países de América Latina. Los componentes en que se desagrega este gasto son las transferencias monetarias (asignaciones familiares u otro tipo de transferencias), las transferencias en especie (provisión de bienes y servicios relacionados con la educación y la salud, entre otros) y las rebajas tributarias existentes en los impuestos a la renta de las personas. De las estimaciones realizadas se desprende que, en general, los países de la región gastan más en provisión de bienes y servicios que en transferencias monetarias, y cuando optan por estas últimas, se hacen de manera condicionada. Al cuantificar y analizar la estructura del gasto público dirigido a la infancia, este documento pretende ser un insumo para la discusión de cómo avanzar hacia asignaciones universales dirigidas a la niñez sin dejar a nadie atrás.
