Reducción de emisiones por deforestación y degradación de bosques (REDD+) en los países de América Latina: requirimientos institucionales y jurídicos para su implementación

Abstract

El objetivo de este estudio es contribuir al análisis de los elementos institucionales y legales de los países de América Latina que favorecen o limitan la implementación de un mecanismo REDD+ (Reducción de Emisiones por Deforestación y Degradación) en ellos. En particular, los resultados de este estudio pretenden entregar una visión general de lo que ocurre en la región respecto a los diversos temas que actualmente se discuten en la estructuración del mecanismo REDD+, los que se analizarán de forma particular en seis países de la región: Chile, Brasil, Colombia, El Salvador, Costa Rica y México. Los aspectos a considerar en el análisis son los siguientes: Potencial natural para acceder al mecanismo; marco legal; tenencia de la tierra; instituciones; mecanismos de consulta participación social; línea base y capacidades de monitoreo y evaluación; financiamiento, incentivos a la conservación y otros instrumentos de política, y preparación para implementar el mecanismo REDD+ y Proyectos REDD+.
