Las transferencias intergubernamentales, el esfuerzo fiscal y el nivel de actividad

Abstract

En este estudio, se evalúa la importancia de las transferencias intergubernamentales sobre el esfuerzo fiscal realizado por los gobiernos locales, así como, el impacto que tienen sobre el nivel de actividad local en el Perú. Usando una base de datos de panel para los municipios distritales y provinciales a nivel nacional para el periodo 1998-2002 se estiman modelos de efectos fijos y variables, encontrando que las transferencias promueven un mayor esfuerzo fiscal en promedio. Sin embargo, existen efectos diferenciados entre departamentos. Por otra parte, fue estimado un modelo de datos de panel dinámico, con el que se encuentra que las transferencias impactan de manera positiva el nivel de actividad local. Según sea el destino del gasto de las transferencias, este efecto es diferente.
