Abstract

Откритата безработица се появи в българската икономика през първата половина на 1990 г., когато държавният бюджет не беше вече в състояние да финансира изкуствено поддържаната през годините заетост. Основната причина за високото равнище на безработицата е свиването на производството и трудовия пазар. Най-засегнатите отрасли са промишлеността и селското стопанство, които имат преобладаващ дял в контингента на заетите лица. По-голяма част от контингента на безработните бе формирана през 1991-1992 г. През 1993 г. се наблюдава отслабване в неговия темп на растеж. Главен източник на безработни са съкратените поради свиване на производствената дейност в обществения сектор. Динамиката на съкратените поради производствени затруднения в промишлеността е в тясна отрицателна зависимост с динамиката на средна работна заплата. Средната продължителност на периодите на безработица е относително висока, но далеч под страните с най-високи стойности на този показател. Всякакви усилия за трайно редуциране на равнището на безработица извън контекста на оживление в икономиката са ирелевантни и по-скоро са израз на псевдоактивност, отколкото на решение на действителния проблем.
