Abstract

Este artigo analisa a tendência de interpretação teórica das desigualdades regionais e recorre a dois exemplos de experiências recentes de instituições de desenvolvimento para mostrar a convergência em concentrar políticas regionais em três pilares. São eles: (i) geração de informações que sejam úteis aos agentes; (ii) promoção da cooperação entre os agentes com vistas à obtenção de sinergias ao desenvolvimento; e (iii) redução de restrições creditícias. As diversas agências de desenvolvimento tendem a dar pesos relativos diferentes a cada uma dessas estratégias, mas na sua maior parte agem em todas as três áreas. Esta tendência, tanto justificada teoricamente, como encontrada nas mais modernas instituições de desenvolvimento existentes no mundo industrializado, não tem ditado as diretrizes da política regional brasileira, que cada vez mais tem concentrado esforços apenas em um dos três pilares, que é a redução da restrição creditícia.
