Öffentliche Investitionsquote - was wird abgebildet?

Abstract

Der kürzlich vorgelegte Bericht einer unabhängigen Expertenkommission zur Stärkung der Investitionen in Deutschland hat der Debatte um die öffentliche Investitionsquote neue Impulse gegeben. Die öffentliche Investitionsquote, die den Anteil der öffentlichen Investitionsausgaben am Bruttoinlandsprodukt beschreibt, wird auf Grundlage der Volkswirtschaftlichen Gesamtrechnungen (VGR) bestimmt. Sie nahm von 3,2 Prozent im Jahr 1991 auf 2,1 Prozent im Jahr 2014 ab. Dies liegt zum einen an den sich über einen längeren Zeitraum immer weiter einengenden budgetären Spielräumen, ist aber auch auf eine zunehmende Ausgliederung von Aufgaben in öffentliche Fonds, Einrichtungen und Unternehmen (FEU) zurückzuführen. Diese ausgegliederten Einheiten werden in den VGR nicht mehr dem Staat, sondern dem privaten Sektor zugerechnet; dies gilt entsprechend für ihre Investitionen und die Investitionsquote der öffentlichen Hand sinkt. In welchem Umfang der Rückgang der Investitionsquote auf diese Ausgliederungen zurückzuführen ist, ist bislang allerdings noch nicht quantifiziert worden.
