Kriegsbedingter Ölpreisanstieg erhöht Verbraucherpreise in Deutschland merklich und anhaltend

Abstract

Der Krieg in der Ukraine hat den seit Mitte des vergangenen Jahres zu beobachtenden Anstieg der Ölpreise verstärkt und schlägt sich für die VerbraucherInnen in Deutschland merklich in zahlreichen Preissteigerungen, wie bei den Kraftstoffpreisen und Heizkosten, nieder. Auch wenn der russische Angriff auf die Ukraine eine ganz neue Erfahrung im Nachkriegseuropa darstellt, sind solche Schocks auf den Ölmärkten vielfach beobachtet worden. Deshalb kann man recht verlässlich auf ein etabliertes Modell zurückgreifen, das die Wirkungen eines Ölpreisschocks auf die Wirtschaftsaktivität und die Verbraucherpreise über einen Zeitraum von gut zwei Jahren quantifiziert. Demnach erhöht der aktuelle Ölpreisschock die Verbraucherpreise in Deutschland um bis zu 1,5 Prozent und über einen Zeitraum von mehr als zwei Jahren – selbst wenn der Ölpreis schon wieder auf sein Vorkriegsniveau gefallen ist. Der Verbraucherpreisanstieg wird auch im gesamten Euroraum anhaltend sein.
