Abstract

Kommunale Wohnungsunternehmen erbringen umfangreiche Leistungen für die Öffentlichkeit und leisten damit Beiträge in den Bereichen Soziales, Regionalökonomie und Ökologie. Dabei werden zahlreiche Erwartungen an sie gerichtet, die aber häufig schlecht kompatibel sind oder zumindest erscheinen. Insbesondere die Forderung der Erwirtschaftung einer nennenswerten Rendite steht den Erwartungen der Übernahme sozialer Verantwortung, günstiger Mieten, energetischer Sanierung,intensiverer Mieterbetreuung etc. entgegen. Vielfach wird die Situation durch politisch geforderte Sonderleistungen, die ebenfalls Konflikte mit den normalen Leistungsaufgaben bzw. den Gewinnerwartungen auslösen können, verschärft.
