Dinamica, struttura e governo della spesa pubblica: un rapporto preliminare

Abstract

La relazione presenta nella Parte I un quadro della struttura, sviluppo e crescita della spesa pubblica in Italia a partire dal 1951 nelle sue principali componenti funzionali e per livello di governo; ne analizza la dinamica in relazione alla crescita del PIL e al ciclo economico. Nella Parte II propone una classificazione delle diverse tipologie di inefficienza o di spreco sulla base dei criteri proposti dall’analisi economica e discute le opzioni disponibili per ridurre stabilmente il tasso di crescita della spesa pubblica nel nostro paese. Nella Parte III discute del patto di stabilità interno e propone una regola politica per definire il concorso dei diversi livelli di governo alle politiche di riduzione del disavanzo di bilancio. Non contiene suggerimenti specifici sugli interventi da attuare e si propone solo di fornire un quadro della molteplicità degli aspetti critici che caratterizzano la spesa pubblica italiana, la cui straordinaria articolazione propone sfide difficili a chi volesse disegnarne interventi correttivi.
