La remunicipalisation de l'eau à Paris - Etude de cas

Abstract

From 1985 until 2009, water distribution service has been delegated to private operators in Paris. Starting from 2001, a progressive process of re-publicisation (in the sense of a reappropriation by the local authority of its role of organising authority) has been developed. It has led to the remunicipalisation of the whole water public service activities whose management has been conferred to a single public operator, Eau de Paris. This study case seeks to provide and analyse the driving forces of the process of remunicipalisation of the water public service in Paris, the governance issues and the impact of the private and public management on the missions and performance of the service. It should allow to assess the main changes occurred on the occasion of the delegation of the water distribution service and then of the remunicipalisation as well as their impact as regards all stakeholders. Finally, it aims at drawing more general lessons as regards the future of public enterprises.
