Versagen in der staatlichen Krippenförderung ? Betreuungsgutscheine als Alternative

Abstract

Der familienergänzenden Kinderbetreuung wird grosse wirtschaftspolitische Bedeutung zugemessen, und es fliessen immer mehr staatliche Mittel insbesondere in die Förderung von Kinderkrippen. Mit der Subventionierung geht eine zunehmende Regulierung dieses Marktes einher, der sich durch ausgeprägten Korporatismus auszeichnet. Damit werden Markteintrittshürden geschaffen, welche die offiziellen Betreuungsangebote von einem grossen inoffiziellen Markt trennen. Das knappe subventionierte Angebot wird über Wartelisten zugeteilt - mit entsprechender Ungleichbehandlung der Familien. Wir schlagen vor, Markteintrittshürden abzubauen und finanzielle Unterstützung bedürftigen Eltern direkt über Betreuungsgutscheine zukommen zu lassen, wobei die finanzielle Unterstützung an die Erwerbsarbeit geknüpft werden sollte.
