Abstract

[eng] A two-handed approach for Europe: autonomy through cooperation. . The paper suggests three possible alternatives for cooperation in Europe : a flexible cooperation, in which all countries adopt a joint strategy to expand both supply and demand in function of their means ; a similar strategy, except that some countries chose not to expand but let their courrencies appreciate with respect of the others ; the statu quo. The last option is likely, but is inecceptable. In our view, aocepting the statu quo only because the first alternative (the firs best) seems out of hand is the worst of ail attitudes. L'article propose trois alternatives à l'évolution de la concertation européenne : une coopération flexible, où tous les pays contribuent à une stratégie de relance de l'offre et de la demande en fonction de leurs moyens ; des actions similaires, mais où un ou plusieurs pays choisissent de ne rien faire sinon de laisser leur monnaie se revaloriser; le statu quo. Le dernière alternative est probable, quoique inacceptable. A notre avis, y recourir tout simplement parce que la première alternative (la meilleure) semble hors de portée, est le plus mauvais choix.
