Abstract

Le présent essai apporte quelques éléments de réflexion de nature économique sur l’intervention des pouvoirs publics dans le secteur financier, tant au niveau du contrôle des institutions privées que de l’intervention directe dans le marché. En référence plus particulière au cas belge, les principales questions abordées concernent la signification des données comptables, le niveau des fonds propres et la fragilité du système financier. L’analyse débouche sur des propositions concrètes concernant en particulier l’utilisation de valeurs d’acquisition et un mode de calcul de l’exigence en fonds propres et une réduction des frais de fonctionnement sont suggérés pour assainir le système financier et enfin, la création d’un organisme officiel d’assurance des dépôts est proposée pour réduire le risque d’une crise financière en Belgique.
