Soutenabilité sociale des pensions: compenser une pénibilité et longévité inégales

Abstract

Travailler plus longtemps fait partie des solutions pour assurer la pérennité financière des pensions légales face au vieillissement de la population. Pour être acceptable socialement, cette mesure doit s’accompagner d’une double correction sociale : (i) permettre à ceux qui ont commencé leur carrière plus tôt de partir plus tôt et (ii) permettre à ceux qui exercent un métier «pénible» de faire une carrière plus courte. Nous proposons un mécanisme concret qui permet de réaliser cette double correction. Nous chiffrons son coût, que nous proposons de financer par une réduction des pensions les plus élevées.
